Why are you paying the fee? The employer pays the fee, and they usually negotiate a different fee than their asking fee. And the company pays the head hunter by check!

I just thought of something, you may be dealing with an agency for secretarial pools, blue collar workers, temporary workers, etc. I believe these require you to pay them. If this is so, then they could very well be sitting on a stack of bad checks that they cannot collect on. That may be the reason they want cash up front. Why don't you ask. And check them out with the Better Business Bureau and/or Chamber of Commerce. If they have a bad rep, then these organizations would know.

It could be they have had too many bum cheques, so don't take them at all anymore.

Ask why they have this practice?

There have been many of them:
-exec had an affair with his assistant, she ended it, he retaliated by giving her performance warnings, she filed a harassment claim
-employee had a mental breakdown during the course of several weeks at work, endangering herself and others
-a drug ring involving employees in the warehouse and receiving departments which required a partnership with undercover law enforcement
-a +$ 1M embezzlement case in which the FBI was involved
-a domestic violence case in which the estranged spouse was stalking his partner at work

Those are the few that stand out, but there are many more. Generally what I wish I had in these situations is the ability to see "the" truth, rather than each person's version of it. Everyone has their own perceptions, biases, interests, and agendas - it becomes difficult to patiently unravel all of the different threads into a coherent whole.

It is also a learned talent to separate what you are able to control from what you can't. I can't change an employee's domestic situation, or their mental health, or the choices they make (drugs, affairs, theft, etc.) Experience has taught me that I can't "fix" everyone and everything, so I've learned to focus on what can be fixed (calling in law enforcement, trying to get the employee referred to a therapist or doctor, etc.) and let the rest go.
