High Performance Management System (HPMS)
For City Government
- Michael Williams, Deputy Manager/Development Services, City of Tempe, AZ
Childress Consulting has developed an improved process for city government agencies that can "flex" with the constraints of mandates and restrictions not generally imposed on a private organization. Our process for organizational change and continuous improvement has proven to work very well in several city government agencies.
The High Performance Management System is at the core of our government process for change and improvement. We coach the client through a series of stages that transforms the organization into one that continuously improves value-added services to citizens and thrives on external competition rather than being victimized by it.
Our process for improving city government begins by quantifying the current level of service the city and/or its individual departments provide to citizens. We then compare this "baseline" measurement with established service benchmarks from cities of like size, demographics, etc. The gap between the baseline and the benchmark determines a minimum improvement target. Our improvement efforts are aimed at decreasing the performance gap and hitting the target. We've found this to be a very practical approach to improving customer satisfaction levels with city services.
